Glocal Human Resource Development
To develop individuals capable of resolving regional issues with a global perspective, which are needed by the regional economy, the Otaru University of Commerce is creating and providing a new educational environment in collaboration with local industries, public agencies and domestic and overseas universities. The Glocal Management Minor Program, which complements four major disciplines, was established in academic year 2015. This has been developed into the Glocal course Major Program, which began in academic year 2021. Both programs are expected to be useful for trading companies and local companies planning to expand overseas. We aim to develop human resources who can study from a global perspective, understand different cultures, and utilize their outstanding linguistic communication skills to have the qualities to solve the complex problems of local communities. The Glocal course Major Program in particular requires students to study abroad after enrollment basically, but for students who are particularly motivated enrollment can be delayed for one year, allowing them to gain real world experiences before embarking on their studies. With this in mind, we have introduced a ‘gap year’ program, which enables students to study abroad at one of our partner universities to foster a global outlook and a voluntary learning attitude.

Active Learning at the Otaru University of Commerce Promotion and Development of New Educational Approaches
The Otaru University of Commerce promotes educational reform to facilitate active learning (hereinafter referred to as “AL”) that requires students to have the strong motivation necessary to actively involve themselves in the learning process. Based on the school’s philosophy of practical education followed since its foundation, the university is further advancing the AL approaches it has developed through the employment of project-based learning (PBL) in all departments, flipped learning using cutting-edge ICT to cultivate glocal human resources able to facilitate the resolution of difficult issues and value creation in today’s diverse society. To maximize the benefits and efficiency of AL, the university strives to not only further improve the learning environment, including lecture rooms, but also enhance undergraduate and graduate education quality and develop glocal human resources, disseminating the results of these efforts in collaboration with other universities and institutions.
