• Urban: Cities in Tokyo Metropolitan (other than 23 wards), Cities in Saitama, Chiba, Kanagawa, Aichi, Kyoto, Osaka and Hyogo Prefecture except for those designated as underpopulated areas by the act.
• Suburban: Other areas than Metropolitan or Urban
